| “社会生态系统”（SES）理念注重社会生态经济系统的整体性，突出人地和谐、综合的思
想，是当今世界生态系统分析的新思路，是解决区域可持续发展和区域治理等复杂问题的有效方
法。流域是人与自然耦合、源与汇并存的时间演进的多要素多层级的适应性循环系统。对流域层
级与行政体系进行有机整合，构建基于流域的和谐的人、自然、社会、经济融合发展的地域共同体，
优化区域治理体系，成为目前区域可持续发展、国家治理理论探讨的当务之急。海南处在高标准、
高质量、加快建设中国特色自由贸易港的关键时期，推进治理体系和治理能力现代化对海南尤为
重要。文章构建流域社会生态系统分析框架，基于流域社会生态系统结构、功能和层级的理念，分
析海南社会生态系统的结构、功能和演进特征，提出海南社会生态系统治理优化的国家战略层面、
省域战略层面、县域战略层面和连接层面的层级战略。研究结果可为海南自贸港建设和区域治理
优化提供参考，并为促进流域社会生态系统在区域发展和治理中的相关研究提供借鉴。 |

| The concept of "Social ecosystem" (SES), which focuses on the integrity of the social ecological and economic
system and highlights the idea of harmony between human and land, is a new approach to analyze the world′s ecological sys⁃
tem and an effective method to solve complex problems such as regional sustainable development and regional governance.
Watershed is a multi-element and multi-level adaptive circulatory system with temporal evolution in which human and na⁃
ture are coupled and source and sink coexist. It has become an urgent task to organically integrate the river basin SES and
administrative system to build a harmonious regional community based on the harmonious development of man, nature, soci⁃
ety and economy, and optimize the regional governance system. At a critical period when Hainan is building a free trade
port with high standard and high quality with Chinese characteristics, it is particularly important for Hainan to modernize
its governance system and improve governance capacity. The article built the river basin SES analysis framework, analyzed
the structure, function and evolution characteristics of Hainan social ecosystem, and put forward the model and optimization
of governance of Hainan regional social ecosystem at national strategic level, provincial strategic level, county strategic lev⁃
el, as well as connection level. The results would provide references for the construction and regional governance optimization in Hainan Free Trade Port, and provide references for relevant studies. |
