      划片入学是教育部门缓解教育资源空间布局不均衡问题的重要解决办法。文章以福 州市鼓楼区为例,运用改进的多级半径高斯两步移动搜寻法(MC2SFCA),对比划片入学前后小学 资源空间可达性,分析划片入学政策是否改善了小学教育资源空间分布均衡性。结果显示:(1)福 州市鼓楼区教育资源可达性东南区高、西北区低,城镇两极分化明显;街道内部可达性由中心向四 周衰减,划片入学政策下的模型评价结果显示中心区高可达性区域面积大大减少,城镇间的可达 性差距减小;(2)划片入学政策避免了大面积学区房炒作、优质教育资源供不应求以及教育资源冗 余等问题,一定程度上改善了教育资源分布不均衡的现状。研究结果可为合理布局规划小学教育 资源、制定划片入学政策提供参考。
英文摘要:
      The Ministry of Education put forward the zoning policy for solving the problem of educational resources spatial distribution. Taking Gulou District of Fuzhou City as an example, using the improved multi Catchment Sizes Gaussian based 2-step floating catchment area(MC2SFCA) method to compare the accessibility assessment of primary school resourc⁃ es that before and after enrollment, then verify whether the zoning policy improves the imbalance distribution of primary ed⁃ ucation resource. The results show that: (1) The accessibility of educational resources in Gulou District of Fuzhou City was generally high in the southeast and low in the northwest region; the accessibility within the street was attenuated from the center to the periphery. The evaluation model based on the zoning policy showed that the quantity of residential areas with⁃ in the high range accessibility in the central area greatly reduced, and the accessibility gap between urban and rural re⁃ duced. (2) The policy avoided the problems of large-scale school district housing speculation, high-quality educational re⁃ sources in short supply, and improved the current situation of uneven distribution of educational resources. The research could provided a reference for rationally planning the resources of primary education, and some auxiliary decision support for the formulation of zoning policy.
